San Diego County ZIP Coverage
The grouped inventory below describes principal postal communities and route context. It is not an exhaustive boundary dataset. ZIP assignments can change, PO-box and unique codes do not behave like ordinary street delivery routes, and an address must be verified one by one. Use the groups to choose a research path, then confirm with USPS and the relevant civic map.

The list reflects the research file’s working coverage inventory. The official USPS lookup remains the deciding source for a specific delivery address.
Finding San Diego County Residents by ZIP
A ZIP code narrows a delivery area, then the address and parcel tools do the real resident-record work. Keep the postal result separate from the person or property result.
- Run the complete street address through USPS and save the returned ZIP and postal city.
- Place the address in SanGIS to confirm municipality, planning area, and available boundary layers.
- Use the secured roll, APN map, or ParcelQuest to obtain a parcel or street record.
- Choose ARCC, a city, County Planning and Development Services, or a federal custodian from the mapped jurisdiction.
- For a name question, switch to the relevant court, vital, business, license, directory, or permitted voter source.
This sequence keeps a postal guide from turning a delivery route into an unsupported list of residents.
San Diego County ZIP Routes
ZIP Codes are created for mail delivery. They are not municipal boundaries, neighborhoods, council districts, or assessor jurisdictions. “San Diego” is a postal city used for addresses outside the incorporated City of San Diego, while San Diego County contains 18 incorporated cities and unincorporated territory. A ZIP code can therefore point a researcher toward a place while still leaving the permit, police, planning, or archive custodian unresolved.
La Jolla is within the City of San Diego even though its postal identity is distinct. UC San Diego’s 92093 is an institutional route, not a general neighborhood label. San Ysidro’s 92173 and Otay Mesa’s 92154 bring border and development questions that require an exact date and jurisdiction. Camp Pendleton and other federal properties add a federal custodian layer.
Use postal geography for delivery verification. Use SanGIS for civic geography. Use ARCC, a city, County Planning and Development Services, or a federal office for the actual record.
San Diego County 919 ZIP Families
The 919xx range reaches Alpine, Bonita, Campo, Chula Vista, Descanso, Dulzura, Imperial Beach, Jamul, La Mesa, Lemon Grove, National City, Pine Valley, Potrero, Spring Valley, and rural or border communities. The range crosses city limits, mountains, routes, and unincorporated areas. A postal-directory entry in this group should be treated as a starting family, not a parcel boundary.
National City’s 91950 and 91951 include delivery and box contexts. Pine Valley and Potrero routes can cover wide rural areas. Tecate-related codes and border communities need a precise street address before a county or city custodian is chosen. The postal label may not describe the jurisdiction that keeps a permit, code, or planning file.
For a 919xx address, confirm the delivery ZIP through USPS, place the point in SanGIS, and then obtain the APN or legal description if a property or address trail is needed.
San Diego County 920 ZIP Families
The 920xx family spans North County coast, inland cities, rural valleys, mountains, and institutional routes. Cardiff, Carlsbad, Del Mar, El Cajon, Encinitas, Escondido, La Jolla, Lakeside, Oceanside, Poway, Ramona, Rancho Santa Fe, San Marcos, Santee, Valley Center, Vista, and Warner Springs appear in the research inventory. One range can contain urban streets, box-only codes, rural roads, and a university route.
92013 and 92014 include box or branch context, while 92046, 92049, 92051, 92052, 92091, 92092, and 92093 include special or unique routing. Do not turn a special ZIP into a claim about a household or a neighborhood. For an old address, the APN, subdivision, and recorded map will often carry more continuity than the postal code.
A 920xx lookup should note whether the address is ordinary street delivery, a PO box, a unique route, a campus, a military area, or a rural delivery location.
San Diego County 921 ZIP Families
The 921xx family covers the City of San Diego’s core, coast, central neighborhoods, north and south areas, plus PO-box, military, institutional, and unique routes. Common city delivery codes include 92101-92131 with gaps and special cases, 92132, 92134, 92135-92140, 92145, 92147, 92154, 92161, 92173, and other institution or box codes.
ZIP lists overlap with planning and council geography. District 8 identifies 92102, 92113, 92154, and 92173. District 4 identifies 92102, 92105, 92113, 92114, 92115, and 92139. District 3 lists 92101, 92102, 92103, 92104, 92105, 92110, 92116, 92132, and 92134 wholly or partly. These overlaps show why postal geography cannot stand in for a neighborhood directory.
Verify the complete address with USPS, then use the city’s planning map or SanGIS to identify the actual planning area and parcel. Once the ZIP narrows the search, address-keyed record work belongs in the San Diego County street directory.
San Diego County USPS Verification
The official USPS lookup is the right final check for a ZIP code. It can resolve the delivery assignment for a complete address, including the difference between a normal street route and a box or special route. Use the returned postal city and ZIP as mail fields, not as a conclusion about city limits, ownership, or occupancy.
A changed ZIP code can create a false gap in a name or address search. Preserve the old postal value, the current value, the source date, and the exact street line. For a historic house, compare the postal clue with directories, Sanborn maps, recorded maps, and the APN. For a current parcel, keep the situs and mailing address separate.
Use the USPS ZIP Code lookup for the address-level decision. The grouped county inventory is useful for orientation, but it is not a substitute for the official response.
San Diego County GIS Jurisdiction Cross-Check
SanGIS can show the civic layer behind a postal result. Search or zoom to the address, turn on parcel and boundary layers, identify the selected feature, and record the municipality, planning context, APN, and date of the map view. Layer names and attributes can vary, so preserve a screenshot or field note when the jurisdiction controls which office receives a request.
The county’s parcel and boundary map is especially important at city edges, rural routes, tribal lands, military properties, and campus ZIPs. A postal “San Diego” address can route to City records, County records, or a federal custodian. A postal guide that omits this cross-check risks sending a researcher to the wrong office.
The SanGIS Interactive Map supplies geography, while ARCC, city departments, and County Planning and Development Services supply the underlying records.
For the planning-area boundary and community contact layer, open the City community-planning areas page before interpreting a ZIP match.
The City’s community-planning map shows why ZIP, planning area, and municipal boundary should be checked as distinct layers.
San Diego County Planning ZIP Overlap
San Diego recognizes 52 official community planning areas. Their names and maps are civic planning tools, not private resident rosters. A planning area can contain more than one ZIP, and a ZIP can cross several planning areas. Council district lists create another overlap. These are useful geography keys for a records request, but they do not establish that everyone using the same postal code belongs to one neighborhood.
For a neighborhood question, save the planning area, council district, postal city, postal value, municipality, and APN separately. Then use the correct planning group, city department, county office, or library source. A community group may publish public officers, meeting contacts, agendas, and minutes, but not a private member list.
The community-planning areas list is helpful when a postal place name does not match a recognized civic name. Open data layers also carry update dates and should be treated as current snapshots, not historic boundary proof.
San Diego County ZIP Search Fields
No single county resident portal offers a complete ZIP-keyed household search. The practical method joins a delivery lookup to a map and then to an address-keyed record. The secured roll accepts address or street name but does not show an explicit ZIP field on its rendered form. My Voter Status is person-specific. GIS can overlay available ZIP data, while USPS resolves the delivery assignment.
| Field or mode | Type | Required | Use |
|---|---|---|---|
| Full street address | Text | USPS lookup | Verify the delivery ZIP and postal city |
| Address or APN | Search text | SanGIS | Place the point and inspect jurisdiction layers |
| Street name | Search text | Secured roll | Browse assessment entries; ZIP is not an exposed filter |
| ZIP or boundary layer | Map layer | When available | Compare postal geography with parcel and civic geography |
| Name and identity data | Person form | My Voter Status | Self-check only; not a block search |
Once a ZIP code narrows the address set, switch to the parcel and street tools. The postal handoff should guide the next step, not pretend that postal geography answers the resident question by itself.
San Diego County ZIP Directory Limits
The research did not locate one official county page that exhaustively labels every current delivery, PO-box-only, and unique ZIP. The grouped inventory must therefore be validated address by address. Routes change. Postal place names exceed civic boundaries. Military, university, tribal, federal, and rural areas follow special access rules. A ZIP code directory can also miss people because the underlying property, voter, court, or historical sources have separate limits.
Use ZIP information for mail routing, a parcel map for location, ARCC for property and recorded documents, the court for cases, the library for historical directories, and the relevant city or county office for permits. A search result should state which layer supplied it. If a ZIP and city disagree, neither should be silently discarded.
A careful negative result names the address format, ZIP source, map date, portal, and record type checked. That makes the result repeatable without turning a route label into a claim about every resident.
